About the CompanyThe Health and Insurance Management Services Organization (HIMSO) is a local Tanzanian Non- Government Organization established and registered in 2012 to complement the government’s efforts in providing comprehensive, quality health care coverage to the needy population.
HIMSO aims to drive healthcare enhancement interventions as well as provide technical expertise for the development of social protection innovations, particularly micro-health insurance through Public Private Partnership. HIMSO was formed with the support of CIDR (Centre for International Development and Research), a French based International NGO, which has promoted from 2002 to 2008 Self-Managed Health Insurance Schemes (SMHIS) in Mbozi and Kyela.
Currently, HIMSO is providing technical support to Songwe and Mbeya regions for the technical management of the Improved Community Health Fund (iCHF). HIMSO is also implementing Dharura Fasta Insurance in Busokelo, Rungwe, Mbarali, Mbeya and Chunya (Mbeya region); and Mbozi, Ileje, Momba and Songwe districts and Tunduma Town (Songwe region).

The Assignment
HIMSO is currently looking for an Auditor/Auditing firm to carry out the audit of its
funds for the period from December 2021 to November 2024. Hereinunder, are the
responsibilities, qualifications, application guidelines and mode of application.
Responsibilities
▪ The audit will be carried out in accordance with the International Auditing
Standards and willinclude tests and verification procedures as the auditors
deem necessary. Verify all funds have been used in accordance with the
established rules and regulations of HIMSO and only for the purposes for which
the funds were provided.
▪ Goods, works and services financed have been procured in accordance with the
HIMSO established rules and procedures.
▪ Appropriate supporting documents, records and books of accounts relating to
all activities have been kept. Clear linkages should exist between the books of
accounts and the financial statements presented to.
▪ The financial statements have been prepared by
HIMSO management in

accordance with applicable accounting standards and give a true and fair view
of the financial position of HIMSO and of its receipts and expenditures for the
period ended on that date.
▪ Comprehensive assessment of the adequacy and effectiveness of the accounting
and overall internal control system to monitor expenditures and other financial
transactions.
▪ Prepare Audit reports which comply with the format prescribed by ISA 800
and the auditopinion should be confirmed to be admissible in accordance
with ISAE 3000.
▪ Include all material exceptions as qualifications of the audit opinion on the
following:
i. compliance with the cooperation agreement,
ii. use of the project funds exclusively for purposes of the project and in
accordance with thecooperation agreement, and
iii. whether the financial statements show a true and fair view of the
income and expenditureand the financial position of the project.
▪ In addition to the audit report, the audit firm will prepare a Management
Letter on thefollowing:
i. Give comments and observations on the accounting system and
internal controls together with a detailed list of any significant
weaknesses that come to the Audit Firm’s attention during the
audit, as well as the risks associated therewith.
ii. Recommendations as to how these weaknesses can be eliminated
and controls and records improved. The recommendations should
be discussed and agreed with the management.
Qualifications
▪ Must be qualified for a Certified Public Accountant (CPA) license,
▪ Must be able to demonstrate technical expertise on evaluating compliance
with grantsaccounting financial reporting, and
▪ Experience in working with non-profit and donor funded organizations is an
added advantage.

2. Evidence of registration,
3. Detailed explanation on experience in performing audit services,
4. Description of the business activities,
5. Any other relevant information you wish to include,
6. A financial proposal, and
7. CV of lead Auditor.
