Post of Laboratory Data/Information Mentor

The East, Central and Southern African Health Community (ECSA-HC) invites applications for the Post of Laboratory Data/Information Mentor from suitably qualified nationals of the Republic of Uganda. The position is tenable at the National TB Reference Laboratory in Kampala-Uganda. The mentor will report to the Laboratory Manager.


Background of the Organization


The ECSA-HC is a regional intergovernmental organization set up in 1974 to foster cooperation that will lead to the strengthening of health care programs in the region and promote the attainment of the highest possible standards of health among member states. The Member States of the ECSA Health Community are Kenya, Lesotho, Malawi, Mauritius, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.


Broad Purpose of the Post


ECSA-HC seeks to recruit an experienced Laboratory Data/Information Mentor to support the ECSA Health Community Global Fund (GF) Regional TB lab Strengthening Project. The Global Fund Project is a 3-year project that Is expected to run from July 2022 to June 2025 and will support National TB Reference Laboratories in 21 countries namely: Angola, Botswana, Burundi, Eritrea, Eswatini, Ethiopia, Kenya, Lesotho, Liberia, Malawi, Mauritius, Mozambique, Namibia, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda, Zambia and Zimbabwe to improve TB diagnosis in the ECSA region.


ECSA-HC is coordinating and facilitating the project as a Principal Recipient while Uganda Supra National Reference Laboratory (SRL) is the Sub-recipient and implementer of the project.


Primary Duties and Responsibilities


1. Design and develop database applications.

2. Perform laboratory database procedures including data entry, data

analysis, and storage as well as archiving in accordance with standard operating procedures.

3. Perform and document data quality assurance and quality control activities

4. Maintenance of equipment and its documentation.

5. Carry out database training and mentoring activities in different country NRLs as directed by the supervisor

6. Develop procedures, policies, guidelines and protocols as required.

7. Compile and submit monthly activity reports

8. Attend and resolve any IT and database issues that arise during the course of duty.

9. Assist in maintaining regular backups of the databases and other computer files on discs and CDs according to written Procedures.

10. Perform any other relevant duties as assigned by the Laboratory Manager.



Minimum Entry Qualifications


Education


Bachelor’s degree in Computer Science or related and proficiency in programming languages such as Java, C#PHP/MySQL, and Python is a must.


Work Experience


1. S/he should have at least three years of working experience in programming and working with databases.

2. Experience in training or mentoring

3. Experience in donor-funded projects is preferred

4. Experience in working in a TB Laboratory environment is desirable.

5. Experience in developing guidelines or policies is an added advantage


Language: Fluency in both spoken and written English.


Age: Between 25 and 55 years of age.

An attractive remuneration package will be offered to the right candidate.


Contract Appointment


This is a three-year contract appointment renewable upon satisfactory performance and subject to the availability of funding.
